CD not necessary to play the game

I don't know whether this is a bug or WAD. After installing the patch, the CD is no longer needed to play the game. I noticed the same thing with Victoria.

If it's supposed to be like this, please excuse the wasted forum space (I wasn't able to find this "bug").

There was another thread about this, it has been closed. I think it is a WAD.

Has been so for most paradox games so I'd say WAD
