Right now there are quite a lot of Cesare Borgias in the world at once. The worst inconsistency is when he's simultaneously the ruler of Siena and Urbino while also being a general in the Papal States.

I think the easiest way to fix this is to have Siena and Urbino annexed (but not cored) to PAP during his reign. I've attached files for both province histories that change ownership to PAP to match the dates given in the country history files for Cesare's rule.

I've simply added the following to Ancona:

And the following to Siena:
