What's the percent chance for an explorer to unveil coastal provinces? Do different explorers have better or worse "eyesight"?

And if I keep sending Columbus up and down the same stretch of coastline, will he ever reveal any more territory?

Nothing more exciting for me, as Russia, to finally catch up in naval tech and go torching unguarded TPs along North and South America.
