Can I change the name of a province, if yes, how???
 
you can change their names, but no the ones that appear in map.
 
but I can change the cities, not???

not editable with excel, because when you save it eu will not be able to read it anymore.
 
ok, so I can only change the name of the province/capital in the sidebar??? That's ok too.

Yes, province names are changed in province.csv, but city names are changed in respective scenario files (1492,1617, etc.)-it means you can change city names during the game, in savefile.
