Change Religious Head as Roman Emperor?

Is there a way to make it so, if you choose to reform the Roman Empire and move your capital to Rome, your religious head becomes the Pope and not the Patriarch of Constantinople?

Only by changing religion. That's entirely separate from restoring the Roman Empire.
