I know this doesn't affect vanilla but I thought Id report all the same.
Using the effect "change_random_mil_tech =" or "change_random_civ_tech =", when using a negative number, increases the tech rather than decreases. I know this will be very low priority but it would be nice to be able to do this all the same. Whilst i'm on the subject an effect to increase/decrease a particular tech would be most welcome
