I looked at Magdeburg in EU4 and was astonished how bad it matches both the importance at it’s time and the events around reformation / 30 years war. I would love to hear likewise ideas for other German minor nations as I am sure there is a lot missing.
This got even more important with the upcoming changes in 2019 so I really want to share my ideas with you.

Area:
Magdeburg has the "Magdeburger Börde" a it’s west side, the most fertile land in Germany. Fertility is measured in percentage of this area. While the area on the east side of the river Elbe is more filled with wood it is not matching to make the terrain wood. Also Magdeburg got rich by producing and selling wheat and other field crops (from the named Magdeburger Börde). Therefore the production should be changed to grain and may get a bonus goods produced. The country also contained areas in the current provinces of Anhalt and Wittenberg. If the area is restructured this may be matched even though I think provinces should not be to small Magdeburg may get a two province minor. The new area may produce salt matching the the important salines between Haale and Schoenebeck. It is also possible to divide at river Elbe with the western part containing the grain producing farmland Börde and the eastern part being more poor with wood and producing cloth or grain or cattle.
Development:
Magdeburg was on level with cities like Vienna, Lübeck, Hamburg or Cologne. The development should be therefore somewhere between 15 and 20, not 10. Berlin having 12 is a bad joke as Berlin was massively smaller and a less developed area. Berlin needs to be lowered to about 8. It was mostly goods produced + trade in Magdeburg so I suggest 5 / 7 / 4.
Ideas:
Magdeburg had a strong production, was a center of religion, later named “Unser Herrgotts Kanzlei” (Our Lord God's chancellery) and Shield of Protestantism. It was often called proud and rebellious. It was an early and influential part of the Hansa and monopolized big parts of the trade with grain. It was called the “Brothaus der Hanse” (Hansa’s bakery) and led the saxonian cities in the Hansa together with Brunswick. While the area surrounding Magdeburg (so big parts of the current province) belonged to the archbishop the city itself was mostly independent and so should be able to change to republic by event.
National traditions
Magdeburg Law: Magdeburg Law was a city law spread far into central and eastern europe giving Magdeburg contacts, influence and a known law system:

(Just saw there is already a national idea called Magdeburg Law for Lithuania giving them 10% Tax modifier. This matches the importance and the positive effects but may cause problems so one of them may have to be renamed?)
First capital of the Holy Roman Empire: Being the capital under the first German emperor Otto the Great Magdeburg has many privileges and sees itself on par to Cologne, Vienna or even Rome:
