In HoI 2, AI had some bonuses even on normal difficulty, regarding dissent reduction. I noticed something similar during a Victoria game - when I load as some country and unpause, I instantly have bunch of rebellions due to high militancy, but when I load the same save with another country and unpause, the first country has almost no rebellions in next several months. So my question is is there something in difficulty altering revolt risk for AI and can I change that? I tried searching for some file similar to difficulty in HoI 2, but I found nothing.

Is there any way to alter difficulty parametres?

I've never heard of any way to do it. It may well be hardcoded.
