changing key shortcuts

I tried modifying the shortcuts.shortcuts file inside gui to change some of the shortcut keys but some of the keys I edited remained unchanged in game. can someone help me

I already added my edited gui/shortcuts.shortcuts file inside the mod folder

it only works if you edit the file in the game folder
it is ignored if it's in a mod
