Is there a way to change the starting technology levels, before starting a new game? And what is the easiest wat to expand the timeline? I read a guide some time ago, but it involved making a new EXE file, and it all semed very complex.

Starting technology and research levels are generated by comparing the start date to the dates in the tech table files.

So if you start in 600, the engine reads the tech-table file for each category of technology, and gives you the research level you are "meant to have" in 600.

Therefore, changing the years which each tech level is "meant" to be achieved at changes the starting setup.
