It has perhaps been discussed before, but I was wondering if changing the province geography zone (saying for example that the province where is sitted the capital of Aztecs is belonging to the europe group) would solve the problem of non-european countries not being able to research tech or constructing fortifications? Somebody knows about this?

I would be tempted to create a whole fantasia scenario where the Atlantes (Atlantis people) are heavily present in the Americans, and being able to research tech (designed as a super-power and a real imperialistic badboy). This would make an interesting campaign as they would even be a menace for europe. Agreed this is not EU, but playing Spain and fighting for survival would be totally novel!

It might solve it, but it may also induce other problems.

I suggest you try it and come back and report. It shure has potential to be a good solution though.
