Character portraits for IG leaders update every 500 milliseconds

Description​

I've noticed that portraits of IG group leaders update constantly (about twice a second) when Interest Groups are displayed in outliner. I couldn't notice any pattern to it, and not all portraits update all the time. It sometimes stops when I alt+tab out of the game, but not always. Not sure about the performance impact but I'm pretty sure it's not supposed to do that.

I've included a video that clearly shows how it happens.

Could you please upload the following:
(1) Your settings file (default location: C:\Users\[USER NAME]\Documents\Paradox Interactive\Victoria 3\pdx_settings.json
(2) A save where the issue is happening

This would allow us to check on the issue with your exact game & outliner configuration.

I've attached the required files. Note that the constantly updating portraits don't seem to be related to saved games in any way. In other words, that bug isn't something that can be saved and then loaded.
