Character id is a unique number (actually set of numbers consisting of type and id) distinguishing each character from every other character. It is how the game tells one person from another.
 
"Type = 10" means a character that is found in Scenario_characters file.
"Type = 12" means a dynasty, from dynasties.txt in DB subfolder.

I think the random courtiers get a different type.

AFAIK there is no character type 272 - there are only 10 and 4712 (unless 1.03b changed all that).

Type 10 characteres are present at the start of the game. Type 4712 characters are generated characters.
