Sometimes cheats are making strategy games much better. And the reason is not to "cheat" but just to make the game playable. For example, cheats made Rulers of Nations game is playable enough to enjoy it.

SR series are fun but I'd love to see some cheats to make it even better. There are some suggestions:
1- A cheat that removes all units in all countries. This can fix units spam problem.
2- A cheat to add factories for other nations. This can fix the problem with uranium mines ( AI doesn't build it and no one has uranium in late 50's as the result ). The game has the same problem with oil in the 60's. So players can manually add resource mines/oil for other nations during the game.
3- Ministers decisions for other nations.

Well, that the most wonted for me. Any other ideas?

supply cheats. (increase radius? capacity? decrease consumption? increase supply speed?)
annex country cheats (its fun running having to cap EVERY lil village in Kazakhstan)
revolt cheats (for puppets colonies)

And the anti-spamming cheat shouldn't be to hard to program.
