Hello, what is the event trigger for checking a province's population, or if not population, at least if it's a city or colony?

Crap. So in my modded Europa Colonialis, a Greece with 10 people in Smyrna can recreate the Byzantine Empire.
There is only a possibility to avoid it for TPs but only if religion of natives is not the same as the one of the country (pagan natives for a Christian country for example). In this case, if the religion of the province is pagan, there is a very big chance this is not a colony of the country (ie. pop under 100). That's all.
