When I play as China I always strugle with their lack of resources, so I would like them to take steps towards becoming a self-sufficient nation.
The problem is that they lack the resources I need to build more buildings (factories, etc.), and buy the resources I need cost too much.

I have also considered to start the game by building more roads and rails, and spend more money on infrastructure, which can increase my total production? And another solution is to ally with North Vietnam and declare war against Laos when they declare war on the Northwest, because it will reduce the use of rescouses.

If you have another solution plz. tell me :wacko:
 
Making China self sufficent takes time but is completely doable. At first, take control of all the resource production from the ministers. Production is always below demand. Don't set social spending too high as it eats up the labor pool and hinders growth, ~35% is good to start with the exception of infrastructure, set that to 110%. Next, bulk buy oil and industrial goods in mass quanities. At least a full year and half of reserves are needed. Once the oil starts to flow in, set consumer goods production to a level that provides a surplus of industrial goods. Begin building industrial and coal power complexes as fast as possible. After industrial goods and electricity are in decent supply, build oil wells a couple at a time and begin a massive agriculture construction phase. Once your agriculture and oil demands are met, transistion to building complexes of the remaining goods. It takes a 4-6 years to accomplish.
In order to supplement industrial goods in the beginning, consider recycling oil power plants as coal power plants are built. Recycling hydro plants provides even more industrial goods but they take a lot longer to replace once the enconmy is stablized.
