This is definitely a bug, I just don't know where it is coming from; Victoria, or the VIP GC scenario I was using.

China owns most of Australia. Western Australia, Northern Territory, South Australia and Queensland are claimed states of China with majority Beifangren or Manchu population in the provinces. The UK owns only part of New South Wales, plus Victoria and Tasmania. China has several fully staffed factories in the parts of Australia it owns. Perth has around 2 000 000 citizens, mostly Chinese. There have been no revolts in Chinese Australia since the 1860s; it is now 1901. There is absolutely no reason to expect that all of a sudden, I see a message saying that the people of Australia have declared their independence from the UK! The UK has granted dominion status to Australia and entered an alliance with it. I lose everything, my 18 factories, my 20 million citizens there, and my sanity. As if to rub it in, this Australia has a little pseudo-British flag, even though there were almost no British people there.

If the UK doesn't own Australia, it can't grant dominion status to it, you would think. But I just saw it happen. Now how do you fix this bug?

Hmm. It sounds like the "make dominion" command doesn't actually check whether or not provinces are actually held by the dominion maker. I'll guess I'll need to check this.
