City Planner/Construction Industry

When you start a new city you could go into City Planning Mode... While in this mode you can do everything and everything is unlocked, literally everything.

You paint Project areas and label them. Example Town Center ( or what ever name you want)

You than layout your project area placing things where you want them. But it doesn't cost any money, at this point.
You can break it down into Phases.
Example:
Phase 0 - Site prep work (Terraform)
Phase 1 - Roads
Phase 2 - Infrastructure
Phase 3 - Buildings/Zones

You can than see reports/stats per project. Examples: Costs for each Phase, how many miles of roads, how many Buildings, etc.

Than you can select which Project to start and click which phase to start. On the screen you see construction crews Building each phase. ( Sort of like you do when they build zoned buildings, but maybe a little slower) Buildings that are not unlocked will remain as Construction sites until they are unlocked.. You can also go back into planning mode at anytime, to redevelop a part of your city or during expansion. They could also put a fast track option for those that Don't want to wait for the phases.

My thoughts is that atleast this way you know how much money you need to build your ideas...

You could watch as Construction crews build what you layout, instead of the Gods just dropping them out of the heavens...
In the beginning the Construction Industry would be "Imported Industry" But as your city grows and you unlock more of the Construction Industry you can build up your Construction Industry, through specialized schools/training facilities, processing and Auxiliary buildings, and factories. But as you build up the Construction Industry it can start bringing in money, each zoned building would pay a fee as they build and upgrade. The game could also allow for "export" income as the Construction Industry upgrades it can send workers out of town and thus bringing money back to the city.
