What is your game version?
1.13.1-f1

What expansions do you have installed?
Natural Disasters, Mass Transit

What mods are you using?
I don't use mods.

Please explain your issue is in as much detail as possible.
I was trying to load map , while loading the map, game crashes, most times without any errors. I think the problem is with loading water, I was playing Cities: Skylines 2-3 years ago, and the game operated normally, but now, the game crashes anytime when I'm trying to load the map. I use EA App (used Origin 2-3 years ago), I tried to launch game on minimal and ultra graphics settings, but that didn't help too. Also the game can show up error "Unexpected parameters"

Can you replicate the issue? If yes, please explain how you did it.

The error log shows you've run out of available memory:

90% memory in use.
8089 MB physical memory [779 MB free].
9086 MB paging file [2 MB free].

If you can't afford to buy more RAM now, I'd advise you to unsubscribe from those mods/assets you don't really need or use and also try increasing your paging file size to 32GB - here's how to do it:

Optional: Increasing the paging file size on Windows computers

On computers that have 8 GB of RAM, the suggested paging file size is 16 GB.

Also remember to close any other apps while running the game, since they "compete" for memory when running at the same time.
