Cities Skylines II stuck on blurred sky screen with music after 1.3.3f1 update

Steps to reproduce​

Launch the game from Steam

Game loads into a blurry sky scene

Music starts playing, but no menu or UI appears

Game becomes unresponsive and stuck in that state indefinitely

Expected Result​

The game should load the main menu after the intro, allowing me to play or load a save.

Actual Result​

Game freezes on a blurred sky background with ambient music playing. No UI ever appears. I have to force-close it. Happens every time I launch.

1.3.3f1 (Launcher version 2025.7)

What mods do you have installed?​

None (also reproduced after full reinstall and clearing all mod/config folders)

I have the same exact thing except it's not blurred .

I tried disabling developerMode in the Steam launch settings, validating game files, and restarting my PC, but so far nothing.
Truly, what better way to ruin my mood than to launch a CSL2 update and then disable me from playing CSL2 completely

First, let's eliminate mods, as until they are updated by their authors they can cause problems after any new game patch. Please add --disableModding to the game's Steam launch options. Then start a new test city - do you still get these crashes then?

If so, please try this: Rename the "Cities Skylines II" folder in your C:\Users\[user name]\AppData\LocalLow\Colossal Order (to whatever you want) and then start the game. To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

The game will create a new clean CS2 folder and if that works it means that something in your original folder is corrupt and preventing the game from starting. Do NOT delete your original folder though as your saves are stored there and if you want to keep playing you'll need to move them over to the new fresh folder!

I found a solution:
Delete the most recent autosave and the game will open.

I found a solution:

the same here . I have music no iu . I can scrol in and ou but that is it
could it be a graffic card probleme ? I use nvidia geforce rtx 4060

I think I have all my save files on my Steam Cloud, so I don't know if that would work.

EDIT: Just tried searching for saves and I found them anyway even though I'm almost sure I have them all on Steam Cloud.
And the game doesn't work still. Amazing

Heres what I did To get It working, I Renamed the folder under the path C:\Users\[user name]\AppData\LocalLow\Colossal Order and renamed it to cs2, and it booted on startup, i also deleted all of my mod playsets on the website and that seemed to fix it. Hope It helped :p

I too ran into this issue and tried some of the steps above. Just deleting the latest autosaves (and additionally deleting all saves created since the patch came out) did not resolve it.

What ended up being the issue with me was that for some reason I had a really old autosave file dating back to the start of the year. Deleting this random autosave allowed me to boot up the game.

So, I would advise scrolling through all your save files in:
C:\Users\[user name]\AppData\LocalLow\Colossal Order
and see if there are any really old autosaves.
 
I believe I have found another way to fix the game, go into appdata/locallow/colossal order/cities skylines 2/ then go into the player logs called player, then search up warn with ctrl F. What happened was that it told me to delete one of my saves, and it seems to stop the ocean background.

Richard's suggestion worked for me. I checked the `Player.log` file, although multiple WARN found, there is one auto save that created in 2024 July reported mis-format issue. After deleting this old autosave, the game started. Although I have other autosaves that created in 205 May does not have such issue.

No other files changed, just removed one old save.

I believe that you only need to delete the auto save with the warning for the game too work, since that what work for both of us.
