I have started a new vanilla city with one road from the highway and no garbage trucks will spawn. Hope someone can help

It seems to have fixed itself for no reason today... very odd. Was suspisous due to the history of left hand driving being bugged. I will start a new city tomorrow and see if the issues arise again. A previous city I built over many weeks started bugging so got rid of it due to being miffed; also thought due to the new expansions would start afresh. Garrbage trucks and other waste facilities wouldn't spawn, and trucks would get stuck at cargo things doing loops on the spot.
