Cities: Skylines (PS4) - can't get fishing routes to complete

Please explain your issue is in as much detail as possible.
So I have this problem every day where I can't get fishing routes to complete. I've actually only gotten 4 out of 30 I've tried on 3 different maps to ever connect and I don't know why. Here's a pic of a physically completed route but it won't actually complete to allow fishing. Anyone ever have this I'm out of any ideas.

Can you replicate the issue? If yes, please explain how you did it.

That happened to me too and the harbors went black as well. This was after the last patch. I just went ahead and demolished those 2 buildings and replaced them and was able to lay down routes again.
