Please explain your issue is in as much detail as possible.
I have bought a few DLC for cities skylines on my PS4 through the PS4 store. It shows that they have been installed but does not show up at all in the top right where the DLC's are installed. I have already activated my PS4 as the primary and restored the licenses option. I've closed out of the game and restarted my PS4 and still did not do anything as far as installing the DLC's. I have gone to my library section of my PS4 and tried to manually install the DLC's but I'm unable to because they are still showing already installed. I have even gone as far as to uninstall the game and re-installed the game and got the same results. Purchased DLC's still not showing up. There are 3 other DLC's that I have purchased through the PS4 store but are not on your list above.

Can you replicate the issue? If yes, please explain how you did it.

If your base game came on a DVD the issue is probably that it is a different Sony region than the PSN store you bought the DLCs from.

If that is the situation, you need to contact PSN support and swap them for DLC versions for the region that matches the DVD - the Region is a number 1-5 on the back of the box.
