Landfills/cemeteries are not emptying

What expansions do you have installed?

What mods are you using?
None

Please explain your issue is in as much detail as possible.
At some random point in the game I will go to empty my almost full or full landfill/ cemetery and the facility will just quit operating. Nothing is leaving or going it just sits there stuck on emptying or emptying and full

Can you replicate the issue? If yes, please explain how you did it.

Most likely you have a traffic or other city design issue which prevents garbage trucks and hearses (and probably other service vehicles) from reaching their desired destinations in good time.

If you post screenshots with the traffic filter on the gameplay experts here may be able to give you advice on how to remedy that in your city.
