Cities Skylines PS4 - No garbage collection at Pedestrian Service Areas

PS4 Version 13.02
All DLC installed except for those associated with Financial District and World Tour II bundles.

Tried placing Pedestrian Service Areas on the boundaries and in the middle of Service areas, but even though I'm getting cargo deliveries, no garbage seems to be coming out of them.

All deliveries policy enabled, also placed additional garbage/recycling facilities and did start Pedestrian Areas by placing the PSA building. Nothing seems to work.

Last thing, I'm using an existing save file. Could that also be a cause?
