Park Maintenance Building not spawning trucks since installing Plazas and promenades

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor
What mods are you using?
None
Please explain your issue is in as much detail as possible.
After installing Plazas and Promenades and building several pedestrian areas I have now moved onto developing a large park using zoning from Parklife. I have now found that no matter where on the map I place a Park Maintenance Building the truck counter will momentarily move to 1 truck before going back to 0 and continue to do this. On my previous map pre Plazas and Promenades installation this worked perfectly.
Can you replicate the issue? If yes, please explain how you did it.
I haven’t tried to replicate this except for moving maintenance building to all parts of map with same result.
