Build items such as zoning, buildings, etc are blacked out and am unable to purchase additional tiles

What is your game version?
1.16.1-f2

What expansions do you have installed?


What mods are you using?
None - all turned off with --noWorkshop

Please explain your issue is in as much detail as possible.
Upon starting a new game/map the build and other icons (except for roads) are blacked out and I am not able to purchase additional titles after clicking the zoom out icon - no additional tiles are outlined or available - see attached

Can you replicate the issue? If yes, please explain how you did it.
Everytime I go in to start a new game/map this has happened.

If you start a new game in vanilla, a bunch of stuff will be locked at the start. You have to reach certain milestones in population before you can unlock more tiles and various other features of the game.

You have to build a piece of road before unlocking basic stuff - such as low-density zoning - at game start. The other things will be unlocked as certain milestones are reached, as said previously.
