Buildings missing for Africa content pack

Please explain your issue is in as much detail as possible.
Cities Skylines Africa in Miniature DLC missing buildings such as Community school, Library and some monuments. I have uninstalled the game twice, also disabled all the mods and deleted all the Cities skylines files on PC. The issue remains the same after installing the game again.
Can you replicate the issue? If yes, please explain how you did it.
As seen on the picture, "Content Creator Pack" tab is missing at education. Community school is therefore not available, neither is library from the Africa in Miniature Content Creator Pack
