Please explain your issue is in as much detail as possible.
When attempting to launch the game, it automatically crashes and prompts me to download C++ and .NET Framework.

Can you replicate the issue? If yes, please explain how you did it.
Yes by running the game only

Are you by any chance running Citrix Workspace on your PC? If you are, please uninstall it and try again, it unfortunately doesn't play nice with the Unity version we have for Cities ><.

If you use Windows 10 or 11 you can install Citrix Workspace from the Microsoft App Store instead as that version doesn't install itself as a GPU, which is what causes issues for Unity.

I am also facing this problem and don't have citrix workspace. I can't post because I am a new account and can't post my specific issue. Are you able to assist?

This is not a proper location for a Steam game to install. From where exactly did you get the game please?
