cities skylines won't launch/keeps crashing

What is your game version?
1.16.1-f2

What expansions do you have installed?
(DID NOT ANSWER QUESTION)

What mods are you using?
i disabled all of them

Please explain your issue is in as much detail as possible.
i clicked play and it got stuck on the loading screen and then crashed my whole computer.

Can you replicate the issue? If yes, please explain how you did it.
yes i replicated it multiple times with mods enabled and disabled. it did the same thing by clicking play

Game fails to run under Windows 11
In Steam right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:
-force-d3d9

It's the same for windows 10.

If you add the launch options -noWorkshop and -disableMods to Steam and try to start a new game, does it crash then as well?

How To Set Launch Options

• Right-click on the game title under the Library in Steam and select Properties.
• Enter the launch options you wish to apply in the box (be sure to separate each code with a space). Should look like this:
  

  -force-d3d9 -noWorkshop -disableMods

• Close the game's Properties window and launch the game.
