I have a city "Treverett" that had 100,000 residents and was built prior to the hubs and transport update. I spent a few days updating the mods and it worked fine but I don't think I ever unpaused the game before this issue arose. The other day, I turned the sim time on and the city instantly crashes from 100,000 to 20,000 citizens and it is due to totally out of control crime. The crime window says crime is 225-250% even though there is ample police stations and many open jail cells. I set budgets to 150% for police and tried to use game anarchy to remove crime and criminals to no avail. I haven't done anything to alter the police coverage and nearly every building has the crime icon over it. I used TMPE to clear traffic to see if it was a lack of police cars and that did not do it. The blip for crime reappears instantly after a police car services a location. Even with game anarchy set to "remove criminals and maximize police coverage" the death spiral continues and crime doesn't decrease much at all and the city will not recover even when time is allowed to go on. I have no idea why crime is like this or how to alleviate the issue. I've had several topics on the discussion boards and no one has been able to solve this.
Since I have been diagnosing this city, the game is repeatedly failing to proceed past the launcher now. I've also had several topics on this issue and only a clean install and deleting all hidden files gets around it and only for one or two launches before it returns. I've spent an exhausting amount of time trying to get this game to work, I appreciate any and all help. I love this game but I can't wait for it to freeze with the advent of CS2 so this stops happening.
(Note I think this output log is NOT for this city, but since I can't load the game, I think its the only one I have access to.)
Below is the savegame. It requires the collections from my workshop "Treverett", "Treverett II," "Treverett III," and "Mods."

Can you replicate the issue? If yes, please explain how you did it.
I can't get the game to go past the launcher now. This output log looks like it is for a different city. I keep getting this problem with the launcher, have tried bypassing it, and only a clean install, deleting all hidden files, and unsubbing to everything from the workshop seems to get past the game quitting to the desktop once the launcher is done. I can't do this every time I want to play the game. When it does work, I struggle to find the cause of the unending crime in the city described above which is public on my steam workshop.
