Game not showing up on screen when starting the game (ingame music is playing in the background)

After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

Please explain your issue is in as much detail as possible.
I have this issue since 2 years now and pretty much abandoned the game since then. I can't find a working solution for it., help !
If i remember correctly: one day i uninstalled the game, decided to reinstall the game after a while and i have this issue since then.
**When launching the game via the launcher, the game runs and show up on Win task manager but does not show up on the screen (even tough i can see the Cities: Skyline cursor on my office background and hear the main menu music but not the game itself).***
i have tried everything, verifying game integrity, deleting old saves, fresh install, steam commands ranging from forced windowed mode, forced sizing, bypassing the launcher, reinstalling Visual C++, updating Direct X, Unity, etc...
*Lastest NVIDIA Geforce update (02/28/23) is causing trouble with my system (BSoD) so it's not installed yet. But the Cities: Skyline issue date from way before that update*
