Game opens old and unavailable terms of service and privacy policy on first run through Steam Overlay

Plenty, but this is not a mod-related issue.

Please explain your issue is in as much detail as possible.
I have just reinstalled Cities: Skylines. When running the game for the first time, the old terms of service and privacy policy, which are not available, are opened in Steam Overlay

Please excuse the oversized window in the screenshot. The game had first opened to my maximum Nvidia DLDSR resolution.

Can you replicate the issue? If yes, please explain how you did it.
No, because I had closed Steam Overlay and accepted the terms of service and privacy policy.

I saw one other report like this today. How some people get that non-existent URL I cannot see!

Can I ask you to lodge a support ticket to paradox.zendesk.com with all the above info, thanks!
 
After a re-install I had exactly the same issue. :)

I had a nice talk with Christian from Paradox support this morning. It'll get fixed. It's legally important for it to be fixed. Christian asked if I could progress and click Agree, or if I got an error. Thankfully, I could progress and play Cities: Skylines.
