Game will not Launch - problem with Paradox Launcher V2

What is your game version?
Cities Skylines

What expansions do you have installed?
Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

What mods are you using?
none - all have been disabled

Please explain your issue is in as much detail as possible.
The game will not launch when clicking on play button. Computer exceeds all specs. Is there a known problem with Launcher currently? Brand dell Laptop.

Can you replicate the issue? If yes, please explain how you did it.
Age of Empires works just fine off of steam. But when I play Cities Skylines it will say it is working in steam but nothing shows up on my screen to actually play.

I'm a bit new to this PC so maybe it's user error but, every time I try to download city skylines it brings up the launcher. I accept everything and go to finish the download and it says something else is downloading which prevents the launcher...
