Describe your issue
Game will not load past launcher without -noWorkshop

What is your game version?
1.16.1-f2

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus

What mods are you using?
A lot of the common mods (around 60, I believe) but none that are reported as having serious problems/depreciated.

Please explain your issue is in as much detail as possible.
If I try to play Cities: Skylines without enabling -noWorkshop, the game loads a black screen after clicking "Play" on the launcher, and then quits to desktop. I can't even get to the Main Menu without enabling -noWorkshop, which also means that I can't even try some Content Manager/Compatibility Mod tips that some people have suggested online. I also tried verifying game files, where it said that 1 file failed to validate and subsequently downloaded 739MB, however, that did not work either.

I understand that some mods will get broken by the patch and that you will experience issues with savefiles, graphical glitches, etc. but I cannot even get to the Main Menu.

I managed to fix my issue. If anyone else experiences this specific issue, it was due to the fact that:

- I had unsubscribed from the old, broken Load Order Mod, but the files were still there in the workshop folder.
- Both the broken Load Order mod and the functioning Load Order mod were in the workshop folder.

To fix the issue, I made sure that I unsubscribed from both the broken and the working Load Order mods, then:

I navigated to the workshop folder (Steam -> steamapps -> workshop -> content -> 255710) and deleted the folders with the following names:

2448824112 (old, broken Load Order mod)
2620852727 (new Load Order mod)

Then I restarted my computer, and loaded Cities: Skylines up. Now I could get to the main menu, with all mods working again.
