Description
Games refuses to run

What is your game version?
1.12.3 (presumably, can't run) Current content BuildID 4601053

What expansions do you have installed?
What mods are you using?
None

Please explain your issue is in as much detail as possible.
Game refuses to run when "Play" on Steam's interface is pressed. I tried restarting my computer, reinstalling the game, reinstalling Steam, nothing has fixed the issue. Game file integrity verified. I do not have Paradox's launcher. System is Windows 10 1909 with 8GB of RAM, 2nd generation Core i5. Thank you

Can you replicate the issue? If yes, please explain how you did it.

Please gather both these two informational files, and attach them here:

...\Steam\steamapps\common\Cities_Skylines\Cities_Data\output_log.txt

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
Right click on the game in your Steam Library, Manage, Browse Local Files. You'll see the Cities_Data folder there, go into that and output_log.txt will be in there.
 
Looks like you have a launcher problem, not a game issue.

Please try this:

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run CSL from the PLAY button in Steam

Curiously, there was nothing under Local/Programs/ under the name "Paradox Interactive" and the "launcher-v2" under Roaming/Paradox Interactive was simply called "launcher".
Unfortunately, I tried these steps and nothing works
 
It's hard to see how those cannot be there, they should be installed first thing you run the game.

Does C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/ exist? Any .log files in it?
 
We have a Windows problem:

msiexec.exe is the standard Windows installation utility and should be available anywhere in Windows.

I've seen this a few times before; you'll probably find it physically exists in the Windows system folders, but somehow it is not registered properly and so when our installation process tried to run it it cannot find it to run.

If you open a Windows command line and navigate to the Steam folder where Cities is installed, you can try this:


C:\Windows\System32\msiexec.exe /i launcher-installer-windows.msi
 
Would the game be installed under "steamapps" or could I just run the command under "Steam"?
Either way, I tried these lines in Command Prompt but to no avail. Both times it said, "This installation package could not be opened. Verify that the package exists...":

C:\Program Files (x86)\Steam\steamapps>C:\Windows\System32\msiexec.exe /i launcher-installer-windows.msi
C:\Program Files (x86)\Steam>C:\Windows\System32\msiexec.exe /i launcher-installer-windows.msi
 
You need to be in the exact folder that cities.exe is in, so under steamapps go into common, then Cities_Skylines .
 
Since i can not create my own post for some reason, i hope this reaches support. my original is in steam:

Here it is. I have been using same device to play the game like a year+ ago, then disc got damaged and I bought a new one and reinstalled windows along with the rest required things. BUT, Cities Skylines doesn't run, and i mean, it doesn't get to the point of showing you anything.
ISSUE: I launch the game, at the bottom task bar it shows that it's running, Steam shows that the game is running, and the only thing I see is game´s pointer and it will not let me click anything until I Alt+Tab.

SOLUTIONS TRIED: Pretty much everything by now, installed any Redistributables and DirectXs, unsubbed from mods, disabled the DLCs, tried Safe Mode, Checked for integrity of game files, uninstalled and reinstalled about 6 times now, tried removing the Paradox launcher and it reinstalls, tried those steam launch properties, no antivirus is interfering and I even disabled Nvidia processes from Game booster and everything related. NOTHING is working. everything is updated, Drivers and Windows so please don't ask if I updated this or that. It used to run, now it doesn't.
Edit: Forgot to mention that I even upgraded my RAM from 8gb to 16. So if it ran over 2 years ago, should run now, better...

it seems I have the same issue, and the solution does not help, same issue persists.

I was asked to provide logs in this forum, so I apologize in advance for posting in someone else´s thread.
