Industries warehouse / resource storage import still bugged. Still overimports until overfilled.

What mods are you using?
Vanilla unlimited money, unlock all, unlimited oil&ore mods.
Please explain your issue is in as much detail as possible.
Warehouse and resource storages still overimports since Roads and Vehicles updates.
In addition, watching the import trains and trucks arrive and getting to the storages I've concluded a few things that worsen or lessen the phenomena.
What worsen the overimport are:
- Having import sites (like cargo stations) further from the storage. This makes goods take longer to arrive and in the meantime, the storages just order more and more.
- Having more import routes. It seems storage will import via many routes, and probably it orders enough from each route for 'just balanced' storage. If you have 2+ import routes, the overimport gets worse and worse.
What lessen the overimport are:
- Having bad traffic and generally bad city plan. This causes some import trucks to despawn before getting to the warehouse, relieving the problem.
- Having local production of said resource. In this case there may no need of import at all.
It seems this bug penalizes good city design (having well-established cargo network and good traffic) and would barely be noticeable in poorly managed ones.
It also only affects import-reliant economy.
This bug is game-breaking for players who can't stand seeing their traffic below 90.
Until this is fixed I'll be playing other Paradox games, no more CS. Needless to say the last DLC I've bought was Plazas and Promenades, I won't buy anymore and will encourage everyone to do the same.
In the attached city the problem is minor, because there is only cargo station and it's right in the warehouse/industry district. (so few import routes and also short routes). Road is also not very good so I've seen some trucks despawn before ever getting to the resource storage. Yet it still happens.
Can you replicate the issue? If yes, please explain how you did it.
This is my attempt to minimally replicate the issue. Just start a new city, build a resource storage and some processors that use the resource. Connect cargo routes. Get all the services like power and water running and then wait. (I've done all this and waited for the problem for you)
edit: Lakefield 2 is another city on the same map where I verified my observation by increasing the 2 amplifying factors, far and many cargo stations, and also designed better roads to decrease truck despawning. Comparing Lakefield (1) and Lakefield 2 you can easily see the effect of the bug is much more prominent in Lakefield 2.
