Mouse and keyboard functionality lost upon accelerating time

Please explain your issue is in as much detail as possible.
I have experienced a strange issue where I can no longer adjust time acceleration. When I click on the "accelerate time" button, it is completely unresponsive. For about 20 seconds after this, I cannot use any inputs with mouse or keyboard. I cannot zoom in or out, move the camera or even open the menu.
This all started with a city of about 27,000. The game was running fine up until then. I removed all mods and assets, and started a completely new map. Sadly, the issue persists. I cannot speed the game up at all, and if try, my mouse and keyboard become briefly unresponsive.
I tried updating my graphics drivers, as well as uninstalling and reinstalling CS completely. Sadly, the problem persists.
The PC I'm using is very new. I haven't even installed any other games. Cities Skylines is one of my favourite games of all time, and I would love to be able to play it again. Any advice would be much appreciated.
