None of the game overlays show

What is your game version?
1.16.0-f3

What expansions do you have installed?
After Dark, Snowfall, Mass Transit, Parklife, Industries, Campus, Airports

What mods are you using?

Please explain your issue is in as much detail as possible.
Cities skylines overlays dont work, for example when clicking the electricity button it should bring up info about electricity, does the same with every other overlay for cities skylines as described in the zip folder attached below

Can you replicate the issue? If yes, please explain how you did it.

You have the mod Toggle It! which can enable/disable the automatic infoviews. Please check the options for the mod to make sure it isn't set to disable the infoviews. If it isn't, then I recommend temporarily unsubscribing it to see if it's causing it regardless of the selected setting.
