Paradox Launcher not downloading

I can't tell but it should be the most current version

This issue started popping up after I got rid of Not Paradox Launcher. Every time I try to download paradox launcher it gives me a tmp file error that changes when I put that file to \Installer. Is there anything I can do to fix it or am I just not going to be able to play cities skylines anymore? (Sorry if this is in the wrong area.)
Can you replicate the issue? If yes, please explain how you did it.
All I have to do is try playing cities skylines and it tries downloading Paradox Launcher then stops halfway and gives me a tmp file error.
