Parking lots not showing

What is your game version?
X-box one edition

What expansions do you have installed?
After Dark, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Airports

What mods are you using?
None

Please explain your issue is in as much detail as possible.
I am not getting parking lots, I know where they are supposed to be but I don't have them.

Can you replicate the issue? If yes, please explain how you did it.
