Poor Game Performance on a Mac Pro

Please explain your issue is in as much detail as possible.
I have been having poor performance in Cities Skylines, Averaging about 25 to about 5 FPS. I do have mods installed (the majority of which are vehicle mods) I have disabled them but it doesn't make a difference. I recently purchased a newer GPU (an RX 580 8GB) hoping that it would fix the sluggish performance but it has not done anything. I have the graphical settings turned down but it also doesn't make a difference. My computer specs are listed below.

Apple Mac Pro 3,1 Running Mac OS Mojave and Windows 10 Pro
(Dual CPU) Intel Xeon E5462 (2.80 GHz Each)
28 GB 800 MHz DDR2
Sapphire Pulse AMD Radeon RX 580 8 GB
600 GB WD HDD
