The cities are stuck on the loading screen even without mods

What is your game version?
1.16.0-f3

What expansions do you have installed?


What mods are you using?
None

Please explain your issue is in as much detail as possible.
I was playing yesterday and the game was working fine but when I tried to reload any of my saves after that it seemed to be stuck on the loading screen. I unsubscribed from all workshop dlcs and put '-noWorkshop -disableMods' in the launch options but it still will not load

Can you replicate the issue? If yes, please explain how you did it.
Just loading the game from any save file

Are you able to start a new city or does that not load either?

Yes that does work and it works when loading that file. It's just all of my old files that won't load

Some mods are necessary to load a save once you use them, so disabling them might not help either. Please compare the mods you've used in this city with the list below and see if any of them is broken. Also check the tabs "Broken" and "Incompatible Mods"
