Under Unique Buildings, 1st tier, Statue of Shopping status bar shows negative value. Will never be able to unlock.
Can you replicate the issue? If yes, please explain how you did it.
Yes, go to UB tab under the first tier and view the Statue of Shopping unlock requirements.
