Hello to everyone, I am new here. I have been trying to get this Game to run Smooth for the last few Months, to no avail.
My Quick Specs are.

DDR3, 16Gigs of Memory
GTX 1080 FTW
Creative Labs XFI Champion Dedicated Sound Card
2x W.D. 1 Terabyte Blue HDDs in Raid
The latest Bios, Sound, Chipset, & Video Drivers.

Absolutely no overheating issues with my Hardware.
I am not listing these specs for bragging reasons, but for my Disgust of this Game.
This Game, Cities Skylines has a Severe Stuttering Video and sound issues, without Mods or Assets installed.
At a good 60 Frames per Second I am getting Video Stutters in the Traffic and Animated objects every few Seconds or so.
Not very realistic for viewing the Games Simulations. In the 1st Person Camera Mode it is very Awesome and smooth, no Stutters.
If I start adding Mods then it gets really severe in Stuttering along with Sound Skipping.
There is no reason for this as this Game seems to be not Optimized to use the CPU and GPU"s potentials.
GPU only at about 40% Usage with severe Stuttering at high Frame Rates, I call this Micro Stuttering.
I have exhausted all remedies of trying to get it to run smoothly to no avail.
Paradox please patch this Game to repair the stuttering issues.
A very poor running Game for a High end System as such.
