Industries only showing fishing in remastered oil,farm,ore,forestry missing along with warehouse & factories I only can access fishing industry NOTE this had Steam on it but this is Xbox Series X

Had issues with new release finally got industries. Reaching out to see if this is known issue or unique & has a fix that I have not found?
Can you replicate the issue? If yes, please explain how you did it.
