Cities skylines xbox one achievements won’t unlock

I played a new city and trying to get achievements like pioneer achievement and I read and says need 40 people but I’m well above 40 I’m at population of 1,000 and other achievements they won’t unlock. Very frustrating. I shut off my mods and restart it again but still the same thing. Why can I unlock my achievements any suggestions.

Mods stop achievements from activating,using console I would reccomend deleting mods before starting a new game. Also make sure not to select the options for unlimited money and unlock all milestones at the start of the game. These also disable achievements.
