i have the xbox one version of cities skylines with all dlc's. Do I have to buy everything new if I play on the Series X with the next gen update or will my version just be patched?

If you have the digital version of all, you will get the Next-Gen upgrade free, including all DLCs up to and including Airport. If you have the disc-based version of the game, you will not get the Next-Gen base game for free, but will get the DLCs for free if you buy the digital version of the base game. Disc owners got hosed, basically.
