New computer logged in to city skylines. Why does it says we need DLCs? It never did that on the same account, older computer. Although it has DLCS needed. Is the game making you pay extra now?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The game will never say you must buy DLCs, except maybe if you are loading a save that uses DLCs you don't have.
In the main game menu, are all the DLCs you believe you own present, with a green tick?
And, what platform are you on?
