Civil War Troops Created At Sea

During my recent Civil War, I got spammed with the "more men/loyal donation" event, as always, but was rather surprised when it went off for one of my admirals at sea. While he had the transport capacity, the poor troops didn't want to be in the transport. They wound up in the ocean - I guess he raised an army of mermen, because they can't move on to land and can only be selected by the summary.

They took a lot of attrition out there, too.

Also, I had units raised in foreign (not rebel, but foreign!) territory.

Sometimes charackters captured from an enemy get a job in the enemys country. Maybe you had a loyal charackter being gouvernor of some enemy province

Actually, one of my generals was waging war in their province, and he raised the troops. It doesn't make it much more realistic, though.

I really hate these events.
